fdec58782b [IMP]bi_sql_editor: archive Scheduled Action to not recreate when resetting the SQL View 
Based on the agreed solution: https://github.com/OCA/reporting-engine/pull/903#pullrequestreview-2273835493. It is best to archive the Scheduled Action every time you set back to the draft state. Then, when creating the SQL view, if it is a materialized view, unarchive the Scheduled Action if already exists, otherwise create it from scratch.
Then, if the SQL View is deleted, also make sure to remove the Scheduled Action if there is one assigned as it has not been done in the `button_set_draft` method

27c30863f4 [IMP]bi_sql_editor: add parent menu as an editable parameter when creating UI elements 
When creating the UI for the SQL view, it is now possible to set a specific Parent Menu which will be used when creating the UI Menu for the report itself. The default value will be the `SQL Reports` menu.
Also, added the explanation on the `CONFIGURE.rst` file to have the description updated.

c0b1078028 [ADD]report_xlsx_boilerplate 
New addon to have the possibility to add Excel boilerplate templates. This can be useful for those reports where we want to always have a predetermined structure in which we then want to add more information.
Example: we always now that the Column Headers will be: Header 1, Header 2, ... We can add the Boilerplate with the Headers, and from there, in the `generate_xlsx_report` method, we will already have the predefined Excel so that we can edit on top of it.

60b69e56e9 [IMP]report_xlsx: improvements and adapt to add report_xlsx_boilerplate module 
- Add the xlsxwriter python external dependency in the manifest as it should have already been included in the past
- Decouple workbook obtation
- Add test file in order to add a test in the `report_xlsx_boilerplate` method. Only used if the latest module is installed.

dea48a328a [FIX] base_comment_template: Consider multi-company and partners 
In a multi-company context, if you put a template with company_id set,
this template is trying to be assigned to any document, no matter which
company it belongs, as it runs in a sudo environment, or at least, you
can have several companies seen at the same time.

We add the company discriminant for avoiding this problem.

Furthermore, the previous code was adding a domain where the right
part may be `False` with the operator `in`, provoking an unexpected
behavior in the search.

This has been fixed stating directly the expected domain.
