[FIX][IMP][web_decimal_numpad_dot] Support float time
...
- All Char widgets were getting affected by this behavior.
- Time float widgets now get ":" instead of "," or ".".
- Little code refactor.
- Only detect numpad dot, not normal dot and comma.
