Pedro M. Baeza 96d2081987 [IMP] rma: Add migration script + promote development_status 
- Migration script for having consistent data on existing RMAs. It includes manual
  version bumping.
- This module complies with the requirements for stable development status, so let's
  promote it. It includes the README file regeneration.
