* Go to Inventory > Configuration > Warehouse Management > Operation Types
* Select the manufacturing type you want to restrict and then check
  the 'No Partial Production Orders' checkbox.
* Create a Production Order with some product quantities.
* Don't fill in quantities and try to validate
